Cleveland, Waters and Bass Expands Dover, NH Office

Concord, NH – August 18, 2025 – Cleveland, Waters and Bass, P.A. is pleased to announce the expansion of its Dover office, now located in the historic Cocheco Mill Building in downtown Dover, NH. The move reflects the firm’s growing presence in the Seacoast region and its long-term commitment to serving clients in one of the most vibrant and fast-developing areas of New Hampshire.

The firm first established its Dover office in 2022 to better serve Seacoast clients and businesses. This expansion brings greater capacity, broader legal expertise, and deeper community roots to Dover and the surrounding Seacoast towns.

The Dover office is led by Director and Shareholder Abby Sykas Karoutas, a Dover resident whose practice focuses on business law, mergers and acquisitions, commercial real estate, and commercial lending. Abby holds a B.A. from the University of Connecticut and earned her J.D., cum laude, from Vermont Law School. She has been practicing law since 2001 and is admitted to practice law in New Hampshire and Maine.

With the expansion, the firm also welcomes the following attorneys to its Seacoast-based team:

· Bridget Denzer, Director. Bridget assists clients with various civil litigation matters including probate litigation and real estate litigation, as well as with other real estate and trusts and estates matters. Immediately before joining Cleveland, Waters and Bass, Bridget worked for several years as a director at another respected New Hampshire law firm. Before entering private practice, she served as a law clerk at the New Hampshire Superior Court for two years. Bridget earned her J.D. and a Master of Environmental Law and Policy from Vermont Law School and her undergraduate degree from Bard College. Bridget is admitted to practice law in New Hampshire and in Maine

· Eliana Forciniti, Of Counsel. Eliana is an experienced trial lawyer focusing on personal injury, workers’ compensation, and criminal defense, including appeals before the NH Supreme Court. She earned her undergraduate degree from Wellesley College and her J.D. from Northeastern University School of Law. Before joining Cleveland, Waters and Bass, she spent 12 years with the NH Public Defender’s Office. Eliana is admitted to practice law in New Hampshire and Massachusetts.

· Daniel Tothill, Of Counsel. Dan concentrates on commercial lending, real estate, and business transactions, with extensive experience representing Certified Development

Corporations (CDCs) in SBA loan programs. He has structured and closed over 1,600 commercial loans totaling more than $795 million. He advises on financing, entity formation, and ongoing business operations. Dan earned his J.D. from the University of New Hampshire School of Law and his undergraduate degree from Bryant University. He is admitted to practice law in New Hampshire and Maine.
