2026 State of the City ForumJoin the Greater Dover Chamber of Commerce and the City of Dover for our latest installment of our State of the City Forum. Director of Planning and Community Development Donna Benton, AICP, will provide an overview of the city's Master Plan process and why it's relevant. She'll give a quick update on the Vision and Land Use Chapters before diving into the Transportation Chapter update. Following the presentation we will have a panel discussion featuring representatives from two of our major public transportation service providers, COAST Bus and Amtrak Downeaster. We will close the program with a Q&A from attendees.
Meet our Panelists:Donna Benton, AICP, City of Dover
Donna is the Director of Planning and Community Development for the City of Dover. She has worked for the City of Dover since 2015. She oversees the Planning, Community Development, and Inspection Services Divisions and serves on Dover's Transportation Advisory Committee and Technical Review Committee, SPRC's Technical Advisory Committee, COAST's Board of Directors as an Alternate, and represents Dover on at NNEPRA's Station Operator meetings. Prior to Dover, Donna worked for the towns of Merrimack and Newmarket. She joined the the American Institute of Certified Planners in 2018 and also serves as the President of the NH Planners Association.
Patricia Quinn, NNEPRA
Patricia has been with NNEPRA since 2000. Patricia is responsible for oversight of staff, service development and planning. Patricia serves on the Executive Committee of both the State Amtrak Intercity Passenger Rail Committee (SAIPRC) and the States for Passenger Rail Coalition (SPRC), is a member of the PACTS Transit Committee, and participates in the Transportation Working Group of the Maine Climate Council.
Rad Nichols, COAST Bus
Rad has been with COAST since 1999. He also worked for the organization between 1993 and 1996. Rad oversees the overall operating management of the public transit system and their staff under the policies and procedures defined by the Board of Directors, and while remaining consistent with the organization’s mission, values, goals and vision. Rad serves as the Chair of the New Hampshire Transit Association (NHTA) and the Alliance for Community Transportation (ACT), is on the leadership team of the New Hampshire State Coordinating Council for Community Transportation (SCC), is a member of the New Hampshire Transportation Council, and the Seacoast Impact Collaborative.
