Public and private planning over the past 20
years has focused on linking Dover's downtown to its undeveloped waterfront. The
restoration of Dover's mills and the rejuvenation of its downtown has helped to achieve
this goal.
In May of 1990, as a result of recommendations by a number of
previous studies and at the urging of the Greater Dover
Chamber of Commerce, the Dover City Council appointed the Cochecho Waterfront Task
Force.
The Task Force was given the charge, by the City Council, of developing a conceptual plan
for the development of the City owned land on the waterfront adjacent to downtown Dover
and returning to the City Council with a plan within six months. As recommended by
the 1988 Master Plan, the Task force was composed of Citizen representatives, members of
the City Council, Planning Board, City Staff and DEDC. Eight members of the Task Force
each chaired a subcommittee consisting of Recreation, Public Access and Conservation, the
Harbor, Parking, Finance, Downtown, City Facilities and Commercial/Residential
Development.
On September 27, 1990, Task Force members presented their preliminary report to the Dover
City Council. In July of 1991, the Task Force presented the following Master Plan to
the City Council.

Dana Lynch, Chairman of the Task Force,
reported that while the plan was conceptual in nature, the Task Force had some specific
ideas for the land which were included in the Master plan such as a river walk, boat
launch, canoe launch and recreation facilities. He indicated the group incorporated
a number of general themes that were common to the studies and to the input from residents
